I read somewhere that you can clean them. Usually they won't even work. All you have to do to test the, is to ground them out and put power to the terminal.

What you need to do is find out if your system has ben hacked. It sounds like they did a 12v conversion. Once you find out what starter you have report back. it should be stamped 12 or 24.
