What is the voltage at the top post of the relay when the relay is closed (energized) and the GP's are connected?
If it remains at 12 volts and the GP side drops, then the relay may be bad.
If it drops to the same voltage as the GP side, then your problem is before the relay.

The glow plug controller provides a ground to the Wait light to turn it on. The positive side to the light is switched with the key. If the Wait light wire between the GP controller and the light is grounded anywhere, it will turn the light on. I would trace and check the wire between the GP...
Big,
The glow plug card receives 12 volts from the vehicle electrical system for power.
The glow plug relay has a constant positive 12 volts applied to one side of the relay coil, the GP card simply provides a ground to the other side of the relay coil to close the contacts.
The GP's are...
You would have to ask the glow plug mfg what the plugs were designed for.
The monitor part is to prevent the glow plugs from being destroyed all at once by a higher than designed voltage applied to them. Allowing them to cycle gives them time to cool between voltage applications.
A simple...
The GP module samples the voltage on the GP side of the relay, if the voltage is above approximately 12.5 volts the GP module will open the relay. The sample voltage drops to zero and the GP module starts the sample process again. This is why the GP relay cycles the power to the plugs on and...
My M1009 had the same failure.
It was repaired by the previous owner by removing the red wire from the rear of the fuse contact that melted.
The wire was then pushed through the hole that the left side of the fuse contact was in.
One end of an inline fuse holder was spliced to the red wire...
If the temp sensor is high in resistance (open when its disconnected) during the start up sequence, the GP module will leave the wait light on for the maximum amount of time. As the sensor warms up the resistance lowers and the wait light will not stay on as long.
It would be best to have a...
Attached is an explanation of how the CUCV glow plug module works.
And a visual one as well.

Welcome to the site.
It sounds as if your lift pump is bad.
I did the exact same test that you did with the same results.
This test proved that my newly installed lift pump was defective out of the box.
Installed a second new lift pump and had good fuel flow to the filter. After a little...
It could be that the monitor voltage to the glow plug card is not as high as it was prior to changing the glow plugs.
A properly functioning glow plug card will beging to cycle the power to the glow plugs as the voltages increases on the glow plug side of the relay. As the voltage increases on...
