I like the COTS trucks because they are much more civilized to drive and unique vehicles.
This panel was designed to have the power supplied through the plug on the back of the unit. Over the years I have seen a lot of wiring that does not confirm to normal American AC wiring colors. The military for example uses all white wires on a lot of equipment such as generators.

If you are off road most of the time if would probably be viable. If you are in road a lot then a civilian truck would be a lot better. Another thing to think about is if you only are using the truck daily.
You need to get at least new backing plates. Some of the commercial water trucks convert the rear brakes to s cam. I have been told that you can not do if to the front due to clearance issues without a lot of fabrication work,
When a truck or trailer is registered commercially it has to meet certain requirements regardless of when it was built, this I believe is actually federal law
If the state wants photos then just cover up the rust and paint it and get the historic plates.
