Why not use an additional ground when hooked to utility power? Every sub panel is required to have a grounding rod. There is an issue with grounding the neutral when you are using a GFI and with certain wiring.

What state is the title from? Does the VIN on the title match the number on the data plate and the number stamped on the frame?

That could cause a problem when the trucks VIN is verified.
