Yes, IF the throttle stop was moved, the holes won't line up with the drilling in the housing, but, it might start with the pedal depressed. Do the bucket thing first so you know if the gear pump is working. I might be an assembly issue.

Is there voltage at the solenoid? Try screwing the little knurled knob in and see if it lights.If it does, you will need to pull the so or unscrew the knob to shut it down.

That looks like the old style one. The newer ones don't have a ball in the end. They have a, well, bolt if you will in the end sealed with a washer. the pop of pressure is around 30 psi.
Push on hose will be fine. There is no pressure in the lines and the only way the line will see any suction is if there is something in the tank that blocks the pick up

No warranty start date...that means while it was in warranty, there were no issues. It is an off the shelf, ISC CM850 engine with 2002 year model emissions, no egr valve or cooler, but, it has a non VGT turbo. It is using a waste gate type. Not typical for that year and HP.
