On the one that is NOT expelling air, make sure the spring brake over ride knob is pulled OUT to normal. If its pushed in the spring brakes get a constant supply of air and will never set.

If your PPV is stuck, you are not getting accesory air. Your gauges are only for the primary and secondary braking systems. Need to free that up first before CTIS will see anything.
Welcome aboard, since you stated you don't know anything about them, myself and many others will advise you to download the Tech Manuals (TMs) and become intimately familiar with especially the operator manual. You will love the truck I am sure.
Are you trying to read them online, or saving them to your computer? You need to save them down to a hard drive or CD to have any sanity at all left after trying to search. I don't know which one off hand, but if I get a few minutes I can check. Mean while, just start dowloading and saving...
As far as your question about the heater cord, I secured mine just inside the inside wheelwell on the frame rail by the tranny cooler. Just lift up the rubber and plug it in. Then the rubber keeps junk out of the plug when driving. Worked well for me.
Its most likely NOT your governor!. Please search "pressure protection valve". You will find all of your questions answered at great length and detail. The key to diagnosing this is: No wipers, no horn = PPV. If you have wipers and Horn it is the governor. Very simple.
