it's a steel head and crack check should be in order it can be magnafluxed most guys use dye glow now instead because its cheep and works with aluminum parts too. if I can get a dye kit here in nome I would expect you can get one there too
they are a little hard to get parts for they do have a neat feature that deutz doesn't have there is a lever for a fuel shut off if the fan belt breaks. Note to self if it shuts down for no fuel check the fan belt.
look at the return line and ck there for obstructons if you have a return issues the pistons in the pump and injectors will fail to fill properly causing starvation issues
ive used scotch brite for years also 220 on a da sander works well but you must be careful the gasket needs a certain amount of roughness in both surfaces to grab on too.
it can take time to burn out slobber I work on heavy equipment in a cold environment I see this all the time could also be bad valve seals on the exhaust valves. I should add this is assuming the rest of your engine is in good mechanical condition.
more than likely its un burnt fuel called slobber caused from excessive idle time and low temps if idling for periods over 5 minutes pull the hand throttle out and bring it up to a thousand rpm

on the 3116 there is no electronic hook up, as you have 2 electronic controllers, one for the transmission, and one for the anti skid braking. I'm not too familiar with the 3126 but, the c-7 have a j 1939 buss you can plug in , to run gauges I would imagine that one could plug into the obd plug...

I have thousands of hours to the on the big brothers the c-7 aside from the hui injection problems the 3126 wont have they are dependable engines. They have a 100k overhead service interval feed them good clean fuel and don't have air leaks they will serve you well. with governor adjustments...
they are good winches weather pto ,hydraulic, or electric hat is the staple for most light wreckers.I have never seen one on a military application. 12 k is kind of heavy for a 998 the first ones came with an 8 k planetary warn,the later up armored models had a 2 speed mile marker
