Are all these parts there? If so, I think if you replace the broken cable. your problem is going to go away. The cable provides some support to the red lever. Its adjustable.
I would not turn it over with the starter. First off, any fluid in the jug WILL hit the ceiling, and I don't care how high yours is. Secondly, if you have any kind of engine problem, it will only make it worse. Turn it over by hand.

When the fuel gauge works, and then goes wonky, pull the sending unit. The float may be stuck. Sometimes they get gummed up. Thats the first thing I check, when it works, and then wont.
