Engine wise you should get even more than that out of it, since the civilian DJE (same basic engine, but 12V and no oil cooler, different, but similar style generator end) was rated a 6.0 KW in prime power contractor models, and 7KW as standby units.

Like he says many cheaper multimeters (and some expensive ones) have this problem, My suggestion is to either get a good Fluke meter, or a cheap sub $20 Kill-a-Watt P4400 as they seem to do good on reading generator frequency without distortion.

If you hot wire the pumps and they still don't run try removing the inline capacitor (not needed for generator operation, only needed to minimize radio frequency noise)

If air is getting in while the unit is stopped, then you have a leak somewhere, most likely between the fuel pumps and the injector pump. If your not seeing a leak I would look at places like the top of the filter canisters where there is some sort of gasket or O ring seal, which may act almost...
Sure will try to get photo tomorrow, I did not mention it above, but they way I use this is I simply plug the anderson connector end into the the connector at he generator, and use the clips on the other end as you would normally use jumper cables.
Just note MEP-002a's may have either 1 or two prong style NATO slave cables, so you will want to check which style you have. Personally I added an Anderson SB-350 connector and short leads to mine so I could use it with the jumper cables I carry in my truck which have jumper cable clips on one...
Something odd is certainly going on here, if those low pressure readings are right, and even across the board, given everything else we have heard, I might start suspecting something cam shaft related.
One more note, you can start these with a 12V battery it is just weaker cranking than a 24V battery, there is no battery charging system, the on board alternator only powers the transfer fuel pump, and has no voltage regulation.
One thing that many of the units have in common are wiring issues in the control box, it seems little attention was paid to this during the Yanmar conversions, and after 40 years of vibration wiring and in particular solder joints can get a bit brittle.
