A diesel needs 3 things to start, fuel, air and compression, it also really helps if it gets the fuel at the right time.

Do you have air (no rag stuffed down the intake?)

Typical performance for a mechanical governor should be about 2 hz drop from no load to full load, so general advice is to set at 61.5 to 62 Hz no load to allow droop to 60 hz under full load.

Ok to answer your questions in reverse order, any hydraulic line with the right size JIC connector will work for the remote fuel line, I know the MEP-002a / MEP-003a use -5 JIC fittings, but I think the MEP-016b / MEP 701a uses -4 JIC.

How did you check the fuses? Ceramic fuses will sometimes pass continuity check, but not pass any real current, it is best to check them with an ohm meter, as the continuity setting on many multimeters may be 50 ohms or more,
In my limited experience it seems the front panel outlets often get rewired in creative ways that have nothing to do with the wiring diagrams, so I would suggest going through the connections one by one back to the terminal block and checking for power there.
