Do you have the outrigger legs for the boom? If so you can use them or the travel braces to hold it up once you get the boom lifted. You may need to call a wrecker to lift it but if you are crafty you should be able to use your rear winch to lift it.

Then I doubt you need to meet bus standards, if the roads you are taking are not ruled by hwy patrol as regular roads but just blm rangers then their rules will be all you will need to follow. Talk to who is in charge of the roads you will be moving people on.
