I am not sure on this issue, I think the earlier voltage regulators did not have the diode, but later ones came with one, it sounds like yours was retrofitted. Hopefully someone with first hand experience on these will respond soon.

Well then the next step would be checking resistance in the windings, and to frame by megger if possible, by standard multi-meter if that is all you have.
The most common failure parts are the diodes in the exciter rectifier bridge and the output transistor on the AVR board. The most common failure mode for the transistor if for the voltage to go high.

I would say it is likely not safe, I suspect you would fry the battery charging regulator, which is not cheap (around $100 new on ebay).
Note it is safe to run a MEP-016D without battery since it has no charging system

They are parts that ship direct from Cummins Onan, basically the same stuff you can get through one of their generator dealers, but often at cheaper prices.

One of the older 5000/6000 series Walbro pumps came on my MEP-016d from GL. We use them at work on our truck refrigeration units, they are good fuel pumps, they also cost around the same amount if not more than the Facet Gold Flo pumps.

If the engine and generator end is good you can gut the control box and replace it with a modern generic controller and voltage regulator (if they are missing). The real question is did they pick this one to part out for a reason (dead engine, etc.) Using cheap import controller, gauges, etc...
