Don't give up so fast, download the TM's for the MEP-016b and go through the test procedures. There are 3 likely possibilities for it not generating,
1, fried generator end (least likely, but if it is you can start thinking about your go cart project)
2, problem with the voltage regulator...
To follow up on Derf again (perhaps for future lurkers), if it does have a starter, they can also be jump started on 12V, the starters are series wound, so should not be hurt by the lower voltage, just will not spin as fast. I have tried this on my MEP-016d.

I would say rebuild, do like the army does, press in a new sleeve, and add a new standard size piston and rings. There was a guy on ebay selling sleeves for a reasonable price a while back (I think around $50 per pair, but that is from memory)

Well as it turns out the AVR in the MEP-016D does not match up with the MEP-016B, still I went ahead and installed the SX460 into the MEP-016D, and am ordering another one for the MEP-016B/701A. Anyway Here are the photos and the short version of the write up.

Speddmon, I think this should be, will always be grounded IF hardwired to the transfer switch, if using some type of twist lock cord, etc. it may not be.
