The -24P shows the regulator part number 72-5338 corresponds to NSN 6110-01-095-7440 made by FSC 30554 (MEP-DoD)or part 332-2285 made by FSC 44940 (Onan).
If the generator's data plate is other than Onan, the original regulator was probably the 72-5338.

Silicone isn't too tear resistant. Sure, more resistant to oxidation but less resistant to tearing.
Now a Buna-N rubber one-piece or EPDM rubber would work well. As would a Aramid-fiber reinforced ether-based polyurethane.
With modern silicone sealants, there is no difference in water-tightness or sealing when done correctly. Just make sure the zipper remains clean (masking tape?) and get some silicone under the zipper where the bands clamp. Zippers to the rear.

If the generator is under 5kW and connected by plugs only, no grounding is needed per NEC. If this is used in the Texas Hill Country, grounding might be impossible as soil depth is often nil and limestone solid.

The issue is water and the design of the meter face causes it. Specifically, the bezel which extends up 1/3rd the way up the glass. There is a little drain at the bottom which plugs up, then the bezel traps water between it and the glass. Even the bias screw can be a leak.
