OR, you can fill the system from the "RES" port on the air gov., or thru the wet tank drain, just put a ball valve in one of the ports where the drain valves are and put your flavor of male air hose fitting in the other end. It will still be a drain, but you can fill thru the fitting and not...
Dunno? We haven't used a ringelmann in forever. I do know that on a moke meter, even if you can't see the smoke, it still registers. The lowest I have seen was a 3% opacity and that was no visible smoke.

Pressurizing the system will get it started, but, there is definatly an issue. You should troubleshoot it. It could get worse and leave you in the worst possible spot. 2cents
