They don't come up often
They usually get a premium since they are so rare and also they are a "normal" vehicle for the most part, not requiring a lot of specialized parts.
Not impractical, just lifted, painted and some minor special parts, otherwise a standard Chevy.

The M882s had a somewhat large radio shelf in the bed next to the cab. There's some pictures floating around. But it had a few shelves and such for holding the radios, amps and such. The antennas mounted on the mounting brackets attached to the side of the bed. I know someone will come along...
The Hard drive is restricted (presuming it's loaded with data - but still might be controlled even if not). Other parts have been released, but if you PM me the info I'll double check the codes and see if it's allowed "out".

That's going to depend on the potential buyer.
If I am buying a former military HMMWV, I want it to be military. But the next guy may want the power windows and locks, and radio and such.
AC would be the easiest, as there are mil-upgrade kits for it. Radio... you're going to have to combine that with some sound proofing/doors or similar if you want it like a "normal" car/truck. If you're just looking to blast tunes, look into the Jeep guys and see what happens.
There was a convoy that did that high way up to Canada a few years ago. It boiled down to no guns, no replicas, nothing that's illegal and make sure your registration and insurance are up to date and correct.
