Some one had a hand drawn schematic ( can't remember if it's for the m939 or m809 series) I'll see if I can find it. In the meantime try BFR metals down in Salina, they have been scrapping quite a few trucks out of Riley and probably have a few control boxes you could get to tear apart.
You failed to mention that you flipped the perches on the axle.
I think you'd be better off keeping all of your issues with the front end in one thread rather than starting a new thread for each issue you run into.

If you can afford to just sit on it I would hold onto it until you see someone looking for one. Time to start searching the net for some HMMWV sites
The OP asked if maybe it was used for "towing". NDT was jokingly asking about towing or TOW Missles.
Either way, yes it is part of the turret on the HMMWV's
I would check with BFR Metals (91W350, aka Glen) in Salina KS. They had been scrapping out quite a few of the M939 series of trucks. He may have a trans at a reasonable price. (probably much less than you can get that one rebuilt for)
First of all. Get in your truck, start it up and build air. Once you've done that. Clutch in and shift back and forth from first to reverse. See if you here an air release every time you shift from one to the other. If not the valve may be gummed up or frozen.
Since it looks like your using a lift and a fabricated arm you have some more work to do. ( what that work entails I can't help you with, looks like trial and error time)
edit, because you've increased the arm all the swing range and distances are going to increase as well.
If you could get the DOD to surplus out the HMMWV's to the general public you would have many, many more potential customers. But as it is, there is a very limited market for you to keep making new parts.

If I were you, I'd start looking into the exporting part myself. Do not count on GL to help you out with any of that part. They will give you the paid invoice and say "get it out of our yard"
As far as hours and milage are concerned its anyones guess. Guages are often swapped out when they go bad and no record of the actual milage goes along with the truck.
If it were me, I'd buy it in a heartbeat at that price, fix the brakes and any other small stuff and flip it for small...

Verify which t-case you have and let us know. It will be much easier to help you out rather than throw out abunch of answers that dont relate to your particular t-case
I can not help you with the CTIS issues but please, please for safety sake move that low tire to one of the rear axles and move a good rear tire to the front. If those tires sit flat or low in the yard for very long you could have issues with a blow out when it gets up to temp out on the highway.
