    Is this 2350 rpm your NO LOAD RPM???? If so adjust your Wide open throttle stop screw until you get 2600 rpm. You need to know if the engine can rev up to 2600 rpm or is it being controlled by the governor or being stopped by the wide open throttle stop. Do this without the cable from the pedal...

    Are you relying on your tach reading from the gauge on the dash??? Mark the crank pulley with some reflective tape and give it full throttle no load.....measure it with a photo tach and see how high it goes.....if it goes to around 2800 no load (I think thats no load rpm) then you probably need...
