Mark the crank pulley with some reflective tape and give it full throttle no load.....measure it with a photo tach and see how high it goes.....if it goes to around 2800 no load (I think thats no load rpm) then you probably need...
Take the wire off the sending unit and see if the guage goes full scale. If it does then you have a wiring issue or a bad sender. Or it also could be a bad ground which is what I'm betting on.
