Something to think about:
This past weekend I needed to tow my M813, due to a broken water pump belt.
I figured I was all set, as I have a tow bar & could hook up the brakes from my Deuce.
NOT!
The 1400s make the 5 ton too tall to tow with my Deuce. Angle was so bad I was afraid the tow bar...
In my 48 years of working on cars, I've seen carbureted gasoline engines run backwards several times.
They usually run poorly, and with very little power, but they do run.
I think if the timing is off, an engine can "kick back" on starting & run backwards.

You may be talking about the sleeve for a flat steel stiffener. I didn't know about it until TedG showed me.
It's not "necessary", but it does help some.
Finally got around to installing this setup as BillW designed. Really slick!
My only complaint was the drain plug on the bottom of the filter. As it's designed, if you open it with pressure in the system, fuel sprays out SIDEWAYS. It's an odd thread size/pitch.

I'm sure I can make a non-cancelling turn signal setup with a double throw toggle switch & a flasher. I've done that before.
But I was wondering if there is a "correct" military setup for the M38A1.
Did they ever come with turn signals?
Like tm america says, mount under dash.
Both my Deuces are that way & work great.
Heater is also out of the way for engine work.
My 5 ton's heater is under the hood & not nearly as effective.
Gimpy- Generally level ground.
Wreckerman- I thought filters first, but as I said they're recent. And truck ran fine the 1st 45 miles of this trip. I'll have to check them I guess.
By the way, there was a story in the news here lately, about a guy who blew up his car while using a shop vac...
Took several vehicles to the July 4th parade in LaPorte Indiana. Biggest audience we've EVER had!
On the way home, my non-turbo Deuce started losing top speed/rpm.
2Nd, 3rd, & 4th wound up to 2600 rpm just fine. But once I got into 5th, I couldn't go over 1900-2000 rpm.

Starter
First double check all connections. Especially grounds. You may want to run a jumper cable from the starter body to the battery negative to see if bad ground is the problem.
I would pull the starter & test it off the truck. Remember to disconnect the battery ground first.

My 813 with Cummins has a similar problem.
It idles just fine at about 800 RPM, but if I pull out the hand throttle any amount at all, engine speed steadily climbs to 1700 to 1800 RPM.
Push the throttle back in & it's okay.
In good economic times, your price would probably be okay.
Unfortunately, money is tight for a lot of us.
I too, think you'll have to go down to $4500 to $5000 if you want to sell it soon.
