When new, there was a rubber boot over the line and it sits down over the nut for protection. They often are cracked and degraded. They are not needed.
It should not touch anything. It needs the air around it to cool it.
It should be a 50 watt resistor, if I recall correctly. It could be as much as 100 watt.
Think about the heat a lightbulb gives off. Can't touch them either.
Don't forget to cover/plug the approximately 1" hole near the back of the air filter can.
It will still run with the air intake blocked if this is not covered as well.
When properly maintained, you should not need anything.
