As stated above check the vacuum lines first. If that doesn't fix it the TM 9-2320-289-20 tech manual has a step-by-step procedure to test the system.

it is connected to the old 24v buss bar behind the rear battery. It is now your 12v charging point.
I Have never thought about making a wiring diagram for the Rosscommon conversion. I'll see if I can make something for the stickies
Dead battery and won't shift with key in ignition. Sounds like the truck is worth scrap price. ;-)
I agree with changing out the column. Rebuilding a column is a bear.

GP does a decent job on the inspection reports. They try to get each vehicle running so they can get more $$ and bidders. If they say it doesn't run then Buyer Beware. The inspection reports ARE NOT a "gold key certification" on the vehicle. They do miss many small details...
You may also want to split the wiring harness at the firewall. One bolt in the center and it will
split. Get a can of Electrical Contact cleaner and an old toothbrush and go to town cleaning the contacts. GM used a grease that over the years turns to a black goo.
The spare tire rack and associated tool box where removed to make way for the winch and headache rack. I have a couple of the spare tire racks and should have the hardware if you need them. You will need to figure out someplace to mount them
