The M series trucks are listed on the US restricted items list. With the proper paperwork you can sell a truck to someone outside the country. Do people sell them without the paperwork? Yes but I wouldn't do it.

Read the first few pages of the manual. It lists the UOC (usable on code) for each truck.
When looking at the part numbers if no UOC is listed then the part fits all versions.
This applies to almost all the various MVs not just the CUCVs
