I verified mine would run with the batteries disconnected on AC power.
Also verified in the manual that it indicates it will run on AC input power without batteries but it will not run on DC input power without batteries.
If I'm able to get out to the shop today I'll test mine and let you know. I'm pretty sure they will not run on the DC cord without the batteries but I don't know if I've ever tried it with the AC cord.

You should be able to source the o-rings locally from an industrial supplier. You will want to use peroxide cured EPDM for any of the rubber o-rings. Those are the most durable in this application. Here in this area we can get them off the shelf from RaleighDurham Rubber and Gasket.

I contacted a distributor here in North Carolina and they sold me the parts no problem. You should be able to find one near you . I can't remember if I looked at the Prestolite website for distributors or if I did an internet search. I know it wasn't too hard to find someone willing to sell parts.
