One easy thing is to require ID verification before allowing a person to bid.
Photocopy/scan of ID, verification of phone #, etc. I know other auction sites have required me to fax a copy of my ID before activating my account, or verify to a phone #, etc.

Hobbyists are a small minority of GL buyers. Most buyers are dealers who buy to resell to other users like construction companies, loggers, and even other nations. And some buy to part them out.
Then what you really have is a parts built truck. When the frame was destroyed, for all legal purposes whatever VIN is on that dataplate belongs to a truck that was destroyed.
You have a parts built HMMWV, not an original. At best you might get some states to call it a salvage vehcile.
