Something that can happen is if your oil pressure goes really high it can cause the lifters to pump up. Since the clearances are tight in these engines it could cause a valve interference issue.

Wow. That would be a first but lets hope not. You'll be replacing a cam if they did that. I can't imagine that wouldn't stand out since the rocker arm will be jacked up a lot higher than the rest.
If I were to bet on when.. I bet it was an error upon assembly. The scenario would be that the valves were tightened down and the unit started without giving the minimum wait time for the lifters to bleed down.
OR.. You have a bad lifter.
That is a bit overkill to have it go 24/7. For the big diesel generators we have a service come in and polish the tanks every 2 years. Unless there is a real outage the tanks are not turned over but about half a volume per year during monthly maintenance runs.

There is plenty of info on fuel storage and rotation already. Easy to find if you search around the web. Some residual hydraulic oil in a drum you fill with 55 gal of diesel isn't going to matter.

It is normal for the charge gauge to stay to the right of zero. The alternator is always producing enough energy to charge the batteries and run the DC side of the controls.
You should keep an eye on the battery voltage and make sure you are not above the safe float voltage for them.

The regulator is on the back of the alternator and isn't adjustable. Sounds like you need a new one.
How are you measuring it overcharging? What is the voltage on the batteries?
