If you buy injectors, watch the quality. A huge amount of the injectors on the market now are Chnises, and I can tell you that the quality is crap. You may get lucky and get a good set, you may get some that fail in 5000 miles.
Most of the "marine" injectors on Ebay are just that.

I wouldn't rule out glow plugs. If he had started it earlier in the day, odds are it was warm enough to start without glow plugs. When my 1028 had a bad solenoid a squirt of ether in the morning would start it, and the rest of the day it would fire up with no issues.

Unless your STE-ICE is known to be in calibration, and you are using the exact length hose and the exact connectors called for, I wouldn't trust the numbers. The calibraioin can easily go out on them.
Before you go any further get a good mechanical guage and use it.
