See if it will mix with water. If so, it's probably a commercial version of 'slime' tire lube. I remember when we had the 10K forklift tires changed they had a five gallon bucket of what I thought was heavy wheel bearing grease being used to get the tires on the rims and sealed up. YMMV.

You need to find someone who can work on tube-type radios, probably on QRZ or other HAM venues. And, have the -10 through -50 manuals (they were not called that back then) on the radio to get it worked on. It could be as simple as a deteriorated capacitor or a bad tube. Just as a search...
Yes, save them! There are collectors looking for such items (not necessarily on these forums) and as those trucks become rarer, collecting the dataplates might be the only link to them, at least locally.
