I have mounted the M1113 winch to the M998 and all works well and looks same as original. I've updated the document on converting the winch for the 998 and will attach as a pdf.
I'm no expert, but as you say this should be something simple and overlooked - unless control box is fried.
OK, so batteries properly connected together. How about Front positive battery terminal to a body ground - some bare metal on body. If 24.5 there then ground is probably OK.

Thx for the link - it would appear to be a M1113 winch from this info. Diagrams don't show the piece attached by the hydraulic hoses. Still trying to figure out if I should remove it from the circuit or use it. Has anyone put this model on a M998?
