As an interim solution you could just reach up under the dash and unplug the starter relay from the harness. This is not fool proof obviously but it may deter some of the them. I use the original mil chain and padlock. Easy and quick.
You might want to offer a picture portfolio of the restoration and its first presence in a parade or event. accompanied by credits for the father and family for preserving it.
I don't believe That it is governed to run only 34mph. Do some research on this site first before attempting to make any modifications. I am sure the folks here can steer you in the right direction.
I printed my manuals out on 3 hole loose leaf at Kinkos and keep in large binders. When I go to work on the truck I extract the pages I need and put them in a small binder with plastic covers.
