If you remove the transducer, connect its input to 120 VAC house current. The power company keeps it at exactly 60Hz or within just a few 1/100th of a Hz. Adjust the transducer so the meter reads exactly 60Hz, reinstall it, and you are good-to-go. I have done it several times.
Exactly! There is a loose / "bad" wire or connection somewhere between where you measured the voltage at the generator and where you measured the voltage inside the house. That is the only reason something like this will happen.

First thing I would do is invest around $25 and have Storeman check and calibrate your injectors. I had exactly the same thing on a 002A. After the injectors were done the 002A starts right up and runs great. If that does not solve your problem I guess the IP is next. Lets hope not.
I did not torque them to any specific ft/lbs. All I did was snug them up tight. I did not remove them. I just tightened them. As I remember two of the three were quite loose. I don't think it would hurt anything if you removed them one at a time and put a little blue Locktite on the threads...
