One of my 003A gens had a similar oil leak between the adaptor plate and the engine block. Tightening the three bolts the hold the plate to the engine block solved the problem. The bolts were loose. I hope your problem can be solved as easily.

Do the glow plugs even work? Remove the wires from them and use a VOM to measure resistance from the GP tab to ground. It should be 5 ohms. If the GP's are open or if they are not getting 24V they might as well not be there at all. If the GP's are working, I agree you have a fuel problem...

You stated that the "batteries" have been replaced. From that statement I assume there are two batteries. You also said that you put 12V directly to the solenoid but nothing happened. Since the rig apparently uses two batteries, is it a 24V solenoid?
