Need more info on your high/low/rev shifter issue. does it not want to go in gear? does it feel sloppy like you are stirring soup? That would be shifter cup bushing. Is it stuck in gear?
Check the hyd. cooling fan circuit, that could be why the fuse is blowing as well. That is easy to fix.

The PTO should not be dependant on the electrical, the only electrical thing when you engage should be the light on the dash to let you know that it's on. Which fuse in which fuse box? They are mostly all white fuses.
Obvious question, Have you checked your hydraulic clutch reservoir under the hood? It is the one on the right beside the air intake hose. There would be no resistance if it's out of fluid. Also make sure that the forward/reverse shift lever is engaged, I forget sometimes. How did it get...
The only thing they have are travel locks, puts the bucket about 18" off the ground. If or when I have to work under the bucket, I close the hydraulic shutoff valves after I raise her up. Makes me feel all warm and safe.

That click on the right side is probably the intermediate shift valve on the transmission (hi-low). Or on mine, the valve for the ether can... but that one is more of a bang than a click.

Please let me know if you are successful, I am still trying to figure out how to ground this thing to use it as an emergency backup generator. I am going to test it if the ground is bonded or not, then figure out which is the safest way to wire up a plug to backfeed to the house.
