Yup glow plug controller card plug in receptacle. Their should be a card plugged inside it and there should be a cover cap over it. Can't tell from the pic if it's there...
Well, for all the reasons, I stated above, I recommend conversion for most folks. But if you have the resources, skill and are thoroughly familiar with the TMs, no reason 24v can't be left alone.

Swapping the filter is a no brainer. Just release the top and bottom clips and remove and replace. Check the TMs. Be careful though. Move the filter straight in and out over the input and output pipes. HOWEVER, it's very possible the leak is coming from the filter base. They must be replaced are...
It's a brute of truck and should meet all your requirements if it's in decent shape. Note with the 6.2 and the gearing it will be no speed demon. So expect low freeway speeds if you do a lot of that kind of driving in transit to jobs. 50-55mph tops for safe operation I would think.
