This is just a guess and may be totally unrelated, but since you having to do a lot of hard starts, my suggestion would be to check to see if the bolts that hold the starter to the block, are not starting to loosen up.

Thanks guys! Wow, I really botched up the original report. I edited it to clarify the situation. Bought a GPR 109 today and will replace the bad one tomorrow. I just noticed that people ar specifying an ST85. Are these really that better than the GPR 109. Am I going to have to replace this...

I get the 26 volts at the input to the relay contacts. When the GP controller activates the relay I only get about .05 volts at the output. I also measured one of the GP leads removed from the GP and had similar results when the relay was activated. Does it make sense that this is a bad relay...

If it were me, I wouldn't even try to use the truck until I had replaced those swollen glow plugs. If they start to fall apart you will have a far greater problem than trouble starting it.

I believe there was a thread recently about someone having problems due to this being broken. People were giving him the finger because it appeared he was hot rodding it or some such.

If you do that, I would first measure the pan with a piece of wire fitting it into the curves and then mark the gasket where you would expect the end to appear being careful to stretch the wire out to its full length. Think about it.

If you switched to the 24 volt GP's, and removed the resistor, why would you need to bypass the glowplug card? The glowplug card just powers the GP relay with 12 volts and the relay provides power to the glow plugs, right? Am I missing something here?

If you plan on getting an M35 or some other mil truck, you might want to keep it original. I have used my M1008 to jump start my M54 and my M211 more than once.
