Expanding on what juanprado said, did you sand everything first? The edges where different colors meet will have a very slight "height" difference.

If you want the baddest truck on the block, a deuce will do nicely- the cool factor is very high. They don't go fast but at slow speed in low gears they excel at pushing and pulling things. If you run over a Prius, for example, you probably won't feel it.

Is it bouncing while you're stopped or moving?- not clear from you're post, but mine bounces like crazy when driving. Should not do so when stopped, of course.
I don't believe that ground cable is standard, as the instrument panel is grounded to the dash through the four screws in the corners of the panel. If the other gauges work it's probably not a "panel-to-dash" ground issue.
I found it easier to get to the gauges by turning the screws a quarter...

When I painted my deuce I used Rapco Marine Corp forest green, semi-gloss, #24052. For the yellow lettering I used rattle cans of Rust-oleum #7747 Sunburst yellow. I used the gloss enamel but it may be available in flat or satin.
