Your plates have sulfated for sitting discharged. The battery will need to be desufated. Goggle search "desulfator". Here's one from a place we all know and love,

It is covered in the TM. You will need to remove the holddown bolts for the engine and jack it up.
Basically. Pull your fuel lines too I would think. The fan maybe too. I haven't read it but it's in the TM.

Yes. The transmission pto is for the front winch. But wait there's more! Your truck can also be equipped with rear facing output shaft from that transmission pto! You can have 3 pto outputs on a deuce, 2 to the rear and one to the front!
The plunger feeds all the cylinders in the firing order. It runs so the plunger is not the problem. Could be a blockage in the line or at the connection to the hydraulic head. Remove the line from the IP and start the engine. Fuel will squirt skyward in a straight stream from the injection pump...
