Has the GP relay/solenoid been replaced? If its mounting tabs are not isolated from the small terminals, it will be engaged when the key is on. Assuming the rest of the system is stock. Otherwise, the GP controller card would be my next guess.

If we are talking about GEN1, the drivers-side alternator, then the little black wire is probably the tach output for the diagnostic connector under the dash.
As for a wiring harness, unless someone has some NOS ones out of surplus, the only ones available will be take-outs from other trucks...
We had a '94 Ford Exploder and the oil pressure gauge *always* gave the same reading if the engine was running, no matter what the RPMs were. Turns out Ford got tired of people complaining that the oil pressure would drop when they came to a stop, and then go back up again when they resumed...
This is confusing, please clarify. If it 'cranks' , then it *is* 'turning over'. In the generally accepted meaning of those two phrases. Perhaps it is 'turning over' but is not starting?
The truck is all 12v, so you can put in a 12v radio no problem. Only the starter, really, is a 24v part. The 24v system really only feeds the starter and the glow plugs ( which is actually dropped down to 12v to actually run the glow plugs ).

New doesn't mean anything. The runaway could have caused them to fail. Voltage doesn't mean anything, either. How they preform under load is what matters. Load test is about the best way to know the battery is still good. This is step one in any CUCV electrical troubleshooting. Trust but verify.
I don't know if any of the parts are different between the '84 and '86 M1009 tailgates, but these trucks were all built to '84 specs with '84 parts, with very few exceptions, no matter what year they were actually assembled. You should base part purchases on the '84 model year, or the GM part...

Throttle shaft seal leaks are fairly common, and can be fixed by replacing the seals. Some here have done that while the IP is on the truck. With the other problem it is having, I think I'd have the pump rebuilt...
