That's exactly how the manual says to do it. It lists a few other methods depending on whether you are on a road or off pavement. The manual should be in the Tech Manuals section. I know I got it from somewhere.

5.9L 6BT Cummins should have no trouble with a Deuce. It is, after all, a medium duty truck engine to begin with. Dodge just decided to put them in light duty trucks for kicks and to beat out the competition.
Might want to clarify that a bit. From the information I have gotten from GL, I believe the Bill of Sale will be from GL and not the US Government. Might make a difference to some people, might not.
