I am guessing that to title and use on State roadways the original use as a MV must be adhered to.

I have had good luck with LMC in the past on other parts, never tried locksets as they are still available at most auto parts stores.
On civilian trucks it takes two different types of keys to use both doors and starting ignition on steering column. On the CUCV the original key works both doors...

The antenna and brackets can be used for CB radio's after conversion. If you do some off roading or on roading the CB does come in handy.
Just to add on to what Tracer said, I will use a 3m product called Drip Check for body seems around sheet metal joints, been used by the car makers for years. The product works great for me, I use it around door edges allot as the old stuff wears out after 25 30 years and needs to be refreshed.

If the truck has not had the speedometer replaced then 90,000 is a few miles on a CUCV. The few things to look at are the transmission dipstick level and smell of the fluid. What does the power steering box seals look like? Does the trans, transfer case look like...
Having access to another CUCV is going to be very helpful for your repairing or verifying what is original or modified. Hopefully the 1028 is an original truck and to be able to use as a pattern.
Hopefully you can continue to keep your truck as original as possible. Parts are still available...
Check the pos cable to the starter solenoid. Check the purple wire going to the solenoid. Are they tight?
How long has it been since the starter has been serviced? Brushes and bushings do not last forever and the symptoms you list would cause some of the same problems.
Less torque is needed with higher numerical gears to have a better mechanical advantage.
Transmission gearing is a compromise of having the best gear speed for optimum advantage of the available torque.
