Are they the kind that seal on the axle shaft or do they have 2 parts that seal against each other? If they seal against the shaft you may need to use some fine steel wool or very fine sand paper to clean up the seat. Also the type of seal that seals against the shaft will need to be pre lubed...
I have trucks some with 11.00 and some with 9.00 tires. It is easy to tell the 11.00 is taller just by looking at them. Also the 11.00 is 11 inches and the 9.00 is 9 inches. The 11.00-20 is about 11 inches of rubber on top + 11 inches of rubber on bottom + 20 inches for the rim or 42 inches...
Just because the axle isn't turning doesn't rule out a venting issue. Atmospheric pressure changes alone can have an effect. I haven't replaced any axle seals on any of my M35s yet but I need to replace several.
I am not sure what king of seal the M35 uses. Either way I wonder if it would help...

Just a guess but I would say your "D" trucks have the fuel turned down. I would try turning up the fuel to see if that makes a diffrence. The "D" turbo design should be able to handle more fuel than a "C". Do any of the trucks have the FDC bypassed? This might make them start better in colder...
