The RIM nuts are locking. If the LUG nut won’t spin on easy I would wire brush the stud and put a drop of oil on the threads. Only discard if the threads are buggered.

Looks like a AM-1777 amplifier base. Takes a MT-1029 mount and will go on your HMMWV radio shelf just fine. That setup would have been installed in HMMWVs back in the 80's. Replaced by SINCGARS.

There are military foam skid mounts specifically designed for HMMWVs available. Might look into one of those. Otherwise the military never had a drop in water tank made for HMMWVs. You will need to have one fabricated. Needs to be as low profile as possible to avoid rollover issues, and...
So you are saying they smoked the original WTEC controller, and sourced a new one, and now this new one is giving you cats eyes? Again I would send both controllers in for diagnostics.
