Your truck is acting as designed. When cold the glow plugs cycle for a short period, that's why you get fluctuation in the meter, Anywhere in the green is fine but red or yellow? you may have problems.
I test them while their in the block with a simple 1 wire test light clipped to the positive battery post. Touch the test light probe on the terminal end of the glow plug and if it lights your good to go. If it doesn't than its burned out and not making any heat.
For future thoughts, what could I expect to pay for the required brackets/mounts/bows for the troop cover? Everything has been removed from mine so I'll have to start from scratch. I used to do auto and boat upholstery so the top itself isn't a big deal.

Unless you plan on plowing commercially for 4 months a year like a lot of guys do up north here. I would put a smaller lighter cheaper plow on. Not knowing what part of Virginia your in, how often do you need a plow anyways?

Make sure you fully charge and load test your batteries. Weak or bad batteries will cause a multitude of issues as your finding out now. Your relay may not be bad because you still had to jump it when testing, just saying test & check your batteries.
