As far as I know, it is the same as the ones for the 5-tons and Deuces. My 5 ton Jerry can holder is exactly the same as my 1009. the 4 bolts on the bottom of the holder should line up with the 4 nuts on the floor bracket, unless you are talking about the floor bracket, mine is welded in.
Just an observation since 1" and 1 1/2" canvas hose reels look exactly like this, but I could be wrong.:-P

Looks to me like a makeshift fire pumper or hose reel trailer for extending the hose reach for a pumper truck.
Camp Pendleton has some very remote buildings, so that would be my estimated guess.
The reel on the back looks like a hose reel, but if not for firehose then some sort of hose...
The trails there can go from mild to somewhat extreme, so yes the buddy system helps out.

I would ditch that ammeter for sure, they are prone to all sorts of problems, may be your culprit.
Disconnect the ammeter and see what happens. Voltmeters are way better than ammeter simply because voltage is like electrical pressure where as amps are like flow.
