did you use the correct break fluid? In the mil they used DOT5. DOT 5 does not mix with water. DOT 3 & 4 do mix with water. Sounds likes your calipers are binding if your lines are in good condition.

What vacuum pressures are you getting? Should be at least 20 psi before the regulator and 8 psi after (I put mine to ~10-12 for smoother shifting)

All of the years use parts from the '84 models. They should be same, or least they started out the same... You never know what the PO has done to the truck.
