I have been told that if you have a couple of spares a Shop might be able to rebuild one IP from the collection of parts, but this is laboring under the assumption that one of the broken spares has a good part that you need.
My suggestion is to spend the money for a rebuilt or new replacement...
The manual calls for a part number 7840274 which is the same as the GM part number.
w/o intermittent wipers standard column.
Should be the cheapest of the different parts available.

When my brakes locked on, I had to crack the pressure line at the airpack to release the brakes and I drove 7 miles home on back roads very carefully and once home proceeded to deal with the problems. It is a good feeling when you figure out what is wrong and fix it yourself.

I would suggest cracking the brake line that is the output of the master first and if the brales release it is the master. If you do that and nothing happens, then it is probably in the airpack. You can rebuild the old style airpacks. I am unaware of airpack rebuild kits for the new style and...
The air pack has a compensator piston that controls the amount of air pressure that is applied when you press the brake pedal. If the piston sticks in the bore it can cause creeping air flow to the piston and a constant pressure on the brakes.

I would offer tha the brakes of the deuce are the most limiting factor. The brake system turns motion into heat via a friction method and the heat dissipation ability of the deuce fades considerably when you go over the 5 ton payload limit.

Be sure to re-check the torque on your first filter change. 60 FT LBs is correct. the retorque is to compensate for any compression of the gasket over time.
