The Allison transmission doesn't shift like a Cadillac. You know when gears change. M1084A1 does the same especially from 3-2 i did notice that with the retarder switch depressed it's much more pronounced.
A few options:
The later trucks have a battery disconnect that you can pad lock.
You can put a hidden switch in the neutral line of the TCM which won't allow it to start.
Leave the air tanks drained an open.
Take the emergency glad hand plugs off.
Disconnect the batteries

I took the M1084A1 to the beach last weekend and had a blast.. I noticed the Fan was all the time on and sounded like a 747 on takeoff...

A common failure is the slip yokes on the driveshaft. They wear out and the driveshaft starts to wobble.
It's possible that your truck was in the middle of maintenance or repair and the job was rushed when the decision was made to sell it off. I've seen a lot of this happen.
All my C7 trucks all have the side pull handles. I have a 3126 powered truck that has pull up handles and a 94 M1088 that had side pull handles. With the mixing and matching of parts done at the depot and units, it's hard to say what left the factory.
