A regular tank drain will work but you'll just have to remember to open it or pull it's cable to drain the tank(s).

The Daniels AF-8 crimping tools are on ebay occasionally. Just make sure you get the one for automotive size wire. I think the wire size selector wheel on the side of the tool goes from 22 to 12 gauge. An identical looking crimper is for computer wire and won't take the bigger stuff.

CARC should stick just fine as long as you get rid of the loose stuff. You might want to consider spot priming any areas you end up taking down to bare metal. CARC is a polyurethane so use a compatible primer.
