There are internal threads on the body of the cable, that is held in place with the double nuts. It is possible to thread it out of the internal threading, allowing for a freespin condition. The easiest thing to test is to remove the knarp end from the throttle plate on the engine, and remove...

Check the cable, it has a double nut assembly on it to locate in the sheet metal, it can freespin if its loosened up. It can freespin if its failed too, but they aren't a high failure item. I have had to change a few times though.

Remember the pump is 24v, doubt you will find that stocked most places.

Have you changed out the fuel filters, and cleaned out a particle filter (on the inlet side of the pump)? You might have trash starving the system... same goes for the tank. I do the above, then rig up a clear plastic hose on the outlet side of the fuel pump (disconnect the line thats there)...
