I would get something that would clean the vinyl thoroughly without softening it very much before I painted it. Something like naphtha or lacquer thinner. Do a google search on vinyl dyes.

I have been used to being ripped off at the hardware stores for grade 8 bolts but just on a whim, I went to Tractor Supply Company and got grade 8 bolts, nuts and washers for $3.99 per POUND, regardless of the size. So instead of giving a buck or two for EACH bolt, get them by the pound for TSC.
