Sounds like low boost pressure refer to checking pressures from Floridianson, this is critical for the HH to fill and be able to consistently deliver fuel under load. BUT, this shows itself as skipping and breaking up under load when the main fuel line either from the filters to the compensator...

If it acts the same you have either a fuel filter problem, boost pump problem or governor problem.

I do not think there is any reference to air brakes in the fed requirement for CDL. If so please show us.
Some states have those requirements, and some just ignore the non-commercial trucks.

Have you confirmed spark at the plug? Sounds like the insulator cap in the mag may have a crack on that connector. Like DH said, both cyl fire together there is no distribution.
